Balm is a Youma of Jadeite who enlisted her help upon noticing the energy humans invested in seeking to know their future through clairvoyance. Balm would manipulate her victims by planting a devil tarot card into their victims, which caused them to behave mischievously around people.
Appearance[]
Balm has the appearance of a green-skinned woman with stringy blue hair and yellow reptilian eyes. She also wears a long, flowing lavender robe.
While disguised as a human, Balm's eyes are of normal color with grey irises. Her skin is of normal human color and her hair is straight. She still wears the same robe.
Information[]
One such victim was Umino. Naru recommended that Umino should see a real fortune teller to predict his future. Unfortunately, Umino fell victim to Balm and began to act out of character by attending school without his uniform, eating in front of his teacher Ms. Sakurada, flipping her skirt, distracting her class, pelting rocks at a teacher’s office and demanding a kiss from Usagi.
Other students were taken under Balm's control as well, joining in with Umino as they distracted Ms. Sakurada's class and pelted rocks at a teacher’s classroom. All these victims were the target of Jadeite‘s plan to gather the “rebellious energy of the young”.
Whilst in disguise, Balm attacks Sailor Moon with her tarot cards, which turned into knives when hurled at her. As a Youma, Balm would use her hair as appendages to grab her opponents, as well as use her victims to defend her. Sailor Moon defeated the Youma with Moon Tiara Action after being encouraged by Luna and Tuxedo Mask.
Powers[]
She had the ability to implant cursed tarot cards into anyone who visited her fortune-telling building, the House of Fortune. These would cause the affected to act out and rebel, which would allow her to drain their energy. She later showed the ability to control them directly, forcing them to attack Sailor Moon.
In her true form, she was able to transform her black hair into claws sharp enough to tear the floor of her building. She used these to attack Sailor Moon.

- When Balm was defeated, a card was shown in the center of her body. This makes her the first monster to have a death associated with cards, which would later become the way Cardians died in Sailor Moon R.
